Sandbox OmniToken - Keep getting response 889

I'm doing testing today with the Sandbox, and I'm unable to get an OmniToken, I keep getting the response "889".

I'm sending the request to "https://request.eprotect.vantivprelive.com ".

Usually when I get response "889" - I try again, and then it works, today it seems to be happening constantly.

Is there an issue with the Sandbox today?
